A Very Short History of the CFF
Origin
The CFF was a British film production company set up in 1951 by four major trade associations representing producers, distributors and exhibitors of films in Britain, and whose purpose was to produce films for a juvenile audience. Crucially, funding was to come from a proportion of the revenues of the Eady Levy, this being a small tax on cinema admissions which provided a pot of money to be invested in the indigenous film industry. Initially, 5 per cent of the Levy was allocated to the CFF. The Foundation was a non-profit-making limited company; any surplus income generated would go back into further film production.
From CFF to CFTF
The CFF lasted for over three decades producing films for its Saturday morning audience, but in the 1980s it began to find itself in increasing financial straits due to declining cinema attendance among youngsters, and thus reduced revenues from the Levy, combined with a government that was hostile to all public sector endeavour. The CFF found its funding drastically cut, with the likelihood that its funding would be withdrawn completely. However, a lifeline came in the form of a new revenue stream to be supplied by the Rank company. In exchange for releasing its back catalogue on TV, Rank would supply revenue for further features, which would have a limited cinema run before also being shown on TV. So in 1983 the CFF became the CFTF (the Children's Film and Television Foundation). The Conservative government closed down the Eady Levy in 1985, and in early 1986 Rank made clear its intention not to renew its funding. Terry on the Fence, released in 1985, was to be the last feature produced entirely by the Foundation.
Long demise
Henceforth, the CFTF switched to providing initial funding to the early stages of film production (such as the development of a script) in the hope that other production companies would then take over the project. The first fruit of this new policy was the excellent Just Ask for Diamond (1988), although this was poorly received at the time. The next feature, however, Danny, the Champion of the World (1989), was more successful. Increasingly, the CFTF switched its focus to funding the early stages of television series, its most notable achievement in this respect being The Borrowers (1992). The Foundation limped on but struggled to find new sources of finance, until, in 2012, it finally accepted the inevitable, and abandoned any remaining dreams of acting as a producer. Changing its name to the Children's Media Foundation it became a group lobbying MPs regarding media issues on behalf of children.

Involvement with productions realised by other film companies:
After Terry on the Fence (1985), the CFF never again produced a film to completion. However, they were involved in the early development and script stage of projects that were then realised by other companies. This led to four features for cinema release: Just Ask for Diamond (1988), Danny, the Champion of the World (1989), My Friend Walter (1992), and An Angel in May (2002). It also led to five TV series: The Torch (1992), The Borrowers (1992), The Queen's Nose (1995-2003), The Magician's House (1999-2000), and Gypsy Girl (2001).
